IN THE WORKPLACE
SAP ASSESSMENT/SERVICE RECOMMENDATION MONITORING
When a DOT regulated employee in a safety sensitive job has drug/alcohol testing violation, the employer must remove them from safety sensitive duty and refer them to a Substance Use Professional (SAP).
“The Substance Abuse Professional (SAP) is a person who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare. SAPs represent the major decision point (and in some cases the only decision point) an employer may have in choosing whether or not to place an employee behind the steering wheel of a school bus, in the cockpit of a plane, at the helm of an oil tanker, at the throttle of a train, in the engineer compartment of a subway car, or at the emergency control valves of a natural gas pipeline” (DOT, 2021).

ORGANIZATIONAL TRAINING
If you are a DOT regulated organization you may be required to provide supervisors with training on signs and symptoms of alcohol and controlled substances abuse. FMCSA is an an example:
“49 CFR 382.603 is the applicable regulation requiring supervisors of commercial motor vehicle drivers who operate vehicles that require a commercial driver license to take 60 minutes of training on the symptoms of alcohol abuse and another 60 minutes of training on the symptoms of controlled substances use (120 minutes in total). The purpose of this training is to teach supervisors to identify circumstances and indicators that may create reasonable suspicion that a driver is using or under the influence of alcohol or drugs, supporting referral of an employee for testing.
If you operate vehicles that require a CDL on the public roads and you have more than one employee in the company, you are required to get DOT Supervisor Training. To verify if you are subject to the drug and alcohol regulations, please visit http://www.dot.gov/odapc/am-i-covered” (DOT, FMCSA, 2021).
